That is an interesting guess: unfortunately for testing that hypothesis, the Council has to do its business in public! RE: School Committee composition, Mayor Wu's last public position was that she wanted a hybrid committee, with a majority appointed by the Mayor. In 2023 when the Council passed the elected school committee home rule petition, the Mayor vetoed it, but did not offer any alternative.

I would guess that the current Council would support the Mayor's perspective on the appointed School Committee, especially if the ballot were secret.
